It'd still be a worse smasher than Cloyster due to the lack of moves+power. The one thing it does get is that it outspeeds more due to its higher base speed.
Hard to judge what the new speed meta will look like, when Cloyster makes by up to scarfed 110s; whether the power drop (lack of secondary STAB, non-Skill Linked 125 base power sub-breaking moves, etc) is worth the increase in speed is still to be seen.
Still, it would be better to have it (honestly, very few Pokemon wouldn't appreciate Shell Smash) than not, though it definitely isn't the holy grail most fans make it out to be.
