You have a point with Meganium, but at least in G/S/C it could use its stats. Typhlosion had a very barren movepool and Feraligatr couldn't use its amazing attack with its Water STAB.
Sceptile was good even if it was hard mode in RSE. Dragon Claw and Leaf Blade. Plus, Sceptile can OHKO Blaziken right now if it was just the two of them. That's pretty impressive.
Torterra was excellent, Wood Hammer and Earthquake, don't be foolish. Ice was its only real weakness, and in-game that's not a huge problem.
Serperior, yeah, but they were all bad. Coil Leaf Blade was decent enough, with its hidden ability its cuh-razy.
