Block off transferring to keep it pure for a short while before people figure out how to hack

or

Let the floodgates open towards hacked mons

If they block it, they will be seen as scummy by forcing people to buy digital copies or whatever they plan on doing to allow access to older mons.

And if I recall correctly, there were safeguards in place to prevent hacked pokemon being transferred between gen 4 and 5

If they do allow transferring, they'll have something in place, to be sure.

The only thing they're "working on" is a way to block the illegitimate pokemon generated on fake GTS and that iPhone app. Apparently they do have a way to track it with all the players disqualified from the tournament.

I think it was less about guessing though and more about not having access to the official art, so they had to make their own

There will be no transferring to X/Y
because there will be direct trading like between R/B and G/S. It won't be available until after you beat the Elite Four, because that's when you get the National Dex and access to Pokemon from earlier generations
