the move set should be like this
relaxed/modest nature
scald/hyro pump
shellsmash
ice beam
dragon tail/bite/iron defence
depends on what your trying to do with him but i believe iron defence working with shellsmash would make him a beast being able to raise 4 of his 6 stats but bite or dragon tail should be used over it with a relaxed nature to not be walled by jellicent.
that is just my thought though i could be wrong i'm not a smogon guy just a blastoise lover that wants to see him reach his potential. sorry for any misspellings my keyboard is messed up.

Especially since it's given to Pokemon that are already heroes on a halfshell and have good defense anyway, so it really just evens out.
