It's pretty much right, the "legendary pokemon" concept was very well-realized back then, they announced it as the MOST powerful pokemon and unbeatable. (wich is pretty much shown in the movie, no one even scraches him). I'm guessing that's his power level according to the anime.
So no shit people treat him like the most powerful thing alive, it's always been shown like that.
