It could then be the fire type scizor. As long as it, and only fire types equally as useless such as heatmor got this move, it would be fine. But such a move would probably be given to Arcanine as well, who can do anything Flareon can do already but better, faster, and with superior stats in the important parts.
With guts boosted priority fire type move that even at worst is only 40 bp (Which it would have to be), quick attack, super power, and perhaps a hidden power to go off its good special attack stat, such as hp ice or grass, and you would have a great pokemon in UU or even OU.
Until then, no, Flareon will never be useful. Even if it got Flare Blitz, Darmanitan is far stronger and faster and has u-turn for pivoting ability. Flareon needs a niche, and being a specially defensive fire type tank is a TERRIBLE niche.
