Smeargle could use Moody in combination with shit like Accupressure/Nasty Plot/Agility/whatever while stalling, and then pass it so something else with Stored Power.
Stored Power is capped at a colossal 840 base power.
Imagine a Smeargle with Accupressure, Protect, Recover, and Baton Pass.
It's quite easy for him to stall and get the maximum number of boosts.
Now imagine passing that to, say, a Choice Specs Espeon.

Can't out speed it because x4 SPE, and even if you get through with priority, it has x4 Def, x4 SPD, and x3 Evasion.
