Most rules are necessary to balance out the game. Swift Swim + Drizzle was way to OP... which is why it was banned, for example. Some rules, like the Sleep Clause, were invented by Game Freak.

Tiers are based on usage. Just look at their names... Never USED, Rarely USED, Under USED, Over USED. They are necessary to keep the balance of the game and allow weaker pokemon to be used. If you hate tiers, play tiershift. Simple.

I like smogon because it feels like a community. People I can talk to about Pokemon and battle with.
