Other than "It would look too plain without it" or "it just looks good", is there any particular reason why Lapras has a shell? Just curious because it's based on a Plesiosaur.

Same reason Samurott has swords. Evolution.
Lapras' ancestors had low back defense, so mother nature fixed that.
Now Lapras' shells can withstand the weight of up to 10 indian elephants, and are also used to store enough nutrients for him to swim for 5 days without getting tired.

I figure it's supposed to be like a saddle, since it's the pokemon the surfing sprite was based on.

Satoshi Tajiri said that the bumps on the shell were back seats for more passengers. So essentially Lapras is a minivan. He wanted people to be able to ride comfortably on it.
