>>13546815They don't in the Uber Tier. The only Smogon-exclusive bans in place there are the OHKO clause (no OHKO moves), Moody clause (no Moody) and Sleep clause (only one Pokemon can be asleep on each team at once).
OHKO clause is there because OHKO moves are overpowered. Would you have fun fighting all your battles when every Pokemon uses nothing but those moves combined with stuff like No Guard or Mind Reader?
Moody clause is there because Pokemon using Moody can simply Protect and Substitute until they got a ton of boosts. It's not about Evasion, it's about practically gaining +1 each turn. Speed Boost, in comparison, stops at +6. Moody could go on until your Pokemon is at its maximum.
Sleep clause is there because Sleep would overcentralize the whole game around it. Things like Breloom could keep all of your team in a permanent state of sleep.
I'm also pretty sure both Sleep clause and OHKO clause originated in official games (Pokemon Stadium).
Would you enjoy playing any of those scenarios? Of course you wouldn't, it's the exact reason you're arguing: too little viable Pokemon. And it's the exact reason Smogon banned those things: so the metagame is varied and allows for a lot of different strategies and Pokemon all around.
In Uber, you are even unrestricted regarding Pokemon you play. So why not just play that? OU and such were created for more variety, to allow weaker Pokemon to shine as well.
