Probably needs like... electricity or magnetism from the trade procedure to burn it into your pokemon.

Then again, Onix evolves into steelix with a metal coat and there are wild steelix, so I dunno.

Victory Road may have some sort of magnetic field that affects Onix that have encountered the natural ore that Metal Coat is derived from. Kind of like how Mt. Coronet induces evolution in Nosepass and Magneton.

This is the most believable answer I see, and I don't entirely agree with it. The part where it can induce the evolution in other ways, yes. I don't think it has anything to do with electromagnetic fields, though.
