That won't happen.
They can make a decent physical water type, especially with a secondary type.
Sceptile and Serperior have pants on head retarded move sets because it's hard to work with offensive grass types.

Serperior isn't designed to be offensive anyway.

It's really easy to make offensive grass-types, it's just grass-types usually get barren movepools.
