Even with these hypothesized percentage values on the second attack (which none have been hinted at or confirmed whatsoever), that's still a huge boost.
When it attacked Conkeldurr, (a notoriously tanky pokemon) it dealt about 75% damage, then the second attack knocked it out. At the VERY LEAST, we know that the second attack is at least 1/3rd as strong, which is roughly a 30 point boost to it's attacking stat with added benefits (such as higher flinch rate, sash and sub breaking, secondary effects and crit rate increasing).
This is all with the absolute worst case scenario of the effect too. Chances are, Mega Kangaskhan will get a stat boost like every other Mega is getting, and I have the feeling that the second attack ISN'T nerfed at all.
As is, it's good as hell.
