therefore is it tradeable?

I actually have no idea. I don't know if it would stop me from trading the pokemon over, but if it lets me and you take the shiny charm from the Pokemon, I have no idea what will happen or if there will be negative effects on the game because of it.

Anyone want to chime in on this? This shit sounds like it might break something.

It's not the shiny charm alone that triggers the event, but having completed the pokedex (you get a certified and then the shiny charm)
So you'll have the charm but no increase on shiny %

Guys... Key Items like this never work unless you do the in-game event. Ever try to hack a Liberty Pass? If you take it off the Pokemon, you still can't go to Liberty Island because the in-game check was not activated. Same thing with the Shiny Charm.

Another example: In Gen 3, if you hack any of the tickets into your invo, you still can't take the Ferry to those islands, because no in-game check.
