the trident. Also the blade like arm/wings. And don't give us that, "gold isn't steel" bullshit because steel can be tempered at different heats to acquire different colors. Also steel type more likely indicates metal in general, not simply the carbon alloy.

And why does an emperor penguin become Steel-type beyond being awesome? Lots of Pokemon have some sort of explanation beyond having a weapon tacked on their face.

I think the logic goes along the following...

Steel is super effective against Ice, so giving Empoleon the Steel type would allow it to break ice easily.

Also, to have a weakness against both Infernape and Torterra.
