How about a pokemon moba?
I know its the cancer of genres, but it could be fun.
All the abilites, skills and items are right there and could be incorporated so well in a moba

I think it'd be pretty cool to have the moves decoupled from the pokemon. Each mon would have their 4 attacks, but before the game you could select 4 attack for your mon based from a list of moves they could learn. More powerful moves would be balanced by higher PP (basically mana) costs and longer cooldowns. So sure you could give that Smeargle Fire Blast/Hydro Pump/Thunder/Blizzard and be bursty as heck, but you'll be useless for like the next minute afterwards.

No, that's just part of its head. It doesn't detach or extend. That screenshot just makes it look like it.

Alternately, if they must have preset moves, Smeargle could always just "borrow" Spell Steal from Rubick. Just rename it Sketch and it fits Smeargle like a glove.
