At least with Primeape and Pidgeot, it was explained why they left (though why they never appeared again is another thing)

There was no mention of Gliscor's disappearance whatsoever. All of Ash's past Pokemon have appeared at Oak's, which is really saying about how oddly written-off Gliscor is - not appearing even in flashbacks.

Considering how much of a bitch Ash is, NEVER fulfilling his promise with Pidgeot about catching it again after his JOHTO travels, it's safe to say Primeape is gone forever.

Both pokemon have appeared in Flashbacks and Openings/Endings though. (which isnt happening to gliscor)

Because he doesn't give a fuck. If you've seen anime episodes of Buizel, even in Pokémon Contests, he didn't give a fuck.

Plus, he was the first main Pokémon to do a Hadouken/Rasengan/Kamehameha in the anime, which is why so many people like him.

Buizel in the anime doesn't care, it's as simple as that.

He's been used as a way for the writers to reference other animes like DBZ and Naruto with his fighting styles where he basically is saying "Fuck Yo Shit" because he doesn't care that the anime is about Pokémon, and will do whatever the hell he wants.
