Guise what is the best, fair way to get a shiny spinirak.

Pic related. My very first shiny two days ago on platinum. Apparently my trainer ID and secret ID are within 255, because when I put a pokemon with cute charm in the front I have a 21.3% of finding a shiny. But there are only wild Ariados and not spinirak. But spinirak is my favorite ;_;
