Because Kalos would most likely have elements from whole West-Europe, including UK, like Unova had elements from other parts of the US.
South America or mainland china would be more likely.

The difference between Unova and Kalos is obvious.

Unova was geographically based on NYC and New Jersey, and was somewhat of a microchosm of the US as a whole.

Kalos is OBVIOUSLY based on the whole of France.

When they're going as far as to give Kalos a FROG as a starter, and name one of the main new features of the game "Pokémon-Amie", it would be stupid for them to so strong with the explicitly France-specific motifs and references, only to make Kalos a "generic Western Europe" region also representing the UK and Germany and the like.
