Each encounter in Pinwheel Forest has a 10% chance to be a Sawk. So if you encounter 10 wild Pokemon, one of them will probably be Sawk.

Create a dice with 10 sides. 3 sides get Pidove stickers, 2 sides get Timburr stickers, 4 sides get Tympole stickers, and 1 side gets a Sawk sticker.

Expanding on this a little, after 10 random encounters your chance of having encountered a Sawk is about 65.13%.
