how can i make my own pokemon game using the sprites from black and white 2?

I want to make my own maps and shit. basically if there is a way for me to just copy paste items into shit and then make it playable. like that rpg maker or whatever. (obviously I dont really know what I am doing but i want to do this because i have played all pokemon and want to make my own adventure to share and such)
