what are the chances to get a legit shiny this way
and what are the changes to get 31 ivs ?

Shiny Ditto with 31 IV's in every stat is statistically imposible.

Eggs bred on any game are legit, unless they have impossible egg move combinations or have an unreleased DW ability

Or, if a DW ability was only released as male but you have one that was bred

Your chances for shiny offspring is 1/234,543.16 ... or something ridiculous like that. But it could happen, it's just more likely between japanese+english parents. But still pretty slim chances.

For the 31 IV is a sure thing if you use a Power Bracer/Band/Weight/Anklet/Lens, just give it to the parent with 31 Iv in said stat /hp/attack..etc and the baby will have it.
You can use two items but its better to use Everstone on the 'mon whose nature you want the baby to have (50% chance it will be the same)

If you're playing B2/W2 your chances are greatly improved by gettin the item Shiny Charm. Just fill up your pokedex and the professor will give it to you. This also boosts your chances for shiny 'mons, either by egg or wild ones.

The chances of finding such a Ditto? It can only be found in the wild, but a leet Japanese player could have RNG'd it. I have no idea the chances of finding a random shiny Ditto with all 31's, but it is legal by the game's standards no matter how unlikely.
