What is better in the long term, him getting off the drugs because he gets put into some sort of treatment/rehabilitation program by the authorities (or at least gets taught the lesson that the world doesn't revolve around him and his wants by a stay in prison or a stint of community service) or that he continues with the drugs becomes estrained from you and your family because of one dick move too many and ends up dead from an accidental overdose within five years.

If you don't fancy reporting him the next best thing you can do is an intervention with all the family there and his non druggie friends if he has any. Everyone tell him about what he's doing and all his dick moves that he's made and that if it doesn't stop right now he'll be in serious shit and loose most of his friends and family. Say you'll all be there to support him and change his life around and that it'll be hard but worth it to get him back.
That MIGHT work but he has got to want to change 100% after the intervention otherwise he'll just continue with the drugs but just be a bit sneakier with it for a few months until he forgets about the intervention altogether and goes back to being an overt smackhead again and dies within 5 years.
