Okay, those cannons are too big to retract into the shell. Hell, its shell is preventing the huge cannon from moving at all.

What sort of design is this?! It's terrible.

Technically, it does retract them by mega devolving.

Since it will only need that form for combat, there's absolutely no reason to be able to retract them while in combat form.

This is super saiyan Blastoise.

The mega stone gives them forms that never existed until now, both literally and in the species' history, like a temporary mutation. Once the battle is over he reverts to normal Blastoise form.

His features in this form aren't supposed to help him gather food/mate/insert other practical purposes). This is purely for battling.

Now shut the fuck up and enjoy it
