No because he'll be taking lead positions in sun teams. What's more his Mega Evolution means he'll always get Drought up regardless of the speed of the other player.

He's clearly not going to be designed to survive switch-ins so the likelihood is he'll be a glass cannon.

More so actually. Thanks to weather wars and the handful of new Pokemon who will likely get a weather ability, Charizard will be switching in quite a lot. Especially since Sunny Day is one of the lesser weathers.
