This is the result of them making concept art of Mega Raichu.
Then they realised: hey, if Mega Raichu exists, people will evolve their Pikachu to get it! And that's not okay, since Pikachu's the mascot.
But they liked the design, so they through it in anyway. Being so large and detailed, however, it wouldn't work as a single-stager - thus, Dedenne was born.
