Can someone explain me how the Attack and SP.Attack work with the moves in gen 3. Are all Fire type moves SP.a and all Fight type moves Attack?

Yes. Back in the day, the type of attack you used determined if it used the attack or special attack.

It made some pokemon like Gyarados worthless because no mater what water type attack he used, it would use his SpA. stat. All the elemental punches used the special stat as well making them more useful on an Alakazam instead of a Hitmonchan.

It was pretty gay to say the least.

Every Eevee's evo type plus dragon are special, the rest are physical.
So: water, fire, electric, dark, psychic, ice, grass, dragon are speshul

Sceptile was one of the Pokemon that got hit hard after the split though.

Normal, Fighting, Ghost, Poison, Flying, Ground, Steel, Rock and Bug used Attack and Defense stats
Grass, Water, Fire, Electric, Ice, Psychic, Dark and Dragon used The Sp.Attack and Sp.Defense stat.
This was dodgy since you had pokemon like Sharpedo who in theory would have really powerful biting moves was rather laughed at. Swampert was restricted to using ground and rock moves to make full use of it's stats.

I remember when Gen4 came out with the special/physical split I was so happy, I thought it should have been like that since Gen1. I remember thinking something like Shellder should take more damage from most Electric attacks than Grass attacks because of its shell.

Wrong again, almost every swampert in RSELGFR ran Surf/HydroPump and Ice beam.
Swampert SAtk isnt even that bad
