Believe it or not, people play games to have fun, it is something the majority do for leisure. If they have the most fun by "hacking" pokemon into the game, then good for them.
When it comes to competitive play, obviously pokemon with illegal movesets are banned in most formats, so there is no issue there. They simply can't compete. But if the Pokemon is hacked to be totally legitimate, then that is fine, there is no advantage one way or the other.
It is simply that one person chose a different route to the other person.
