imo its Kalos

Mostly because of Mega Blastoise, and Mega's in general.

Guess 'Murica isn't the strongest nation in the Pokeworld.

We don't know anything about mega pokemon yet though. Maybe mega pokemon are only 'unlocked' during the course of X and Y, maybe by the same thing that reveals the fairy type. If that's the case then any military in Kalos would be unaware of mega pokemon.
