Because kids would complain that their Red version is broken when they try to apply the moon stone to their Eevee in Red and it doesn't evolve into Umbreon when it worked fine in their Gold game

GameFreak doesn't like to add new evolutions to old Pokémon using old methods. I believe it was to prevent kids in the year 2000 from wondering why their Eevee in Pokémon Red isn't evolving even though their Gold/Silver guide clearly says you're supposed to use a Moon Stone. Less confusion in the youngsters.

The point is only viable now because of the tradition from back then.

Nowadays they're much more lenient on that shit. Look at Lickilicky and Mamoswine evolving in Gen 4 from moves they learned in Gen 3.

is that really a fair comparison though? Gyarados has a great movepool with a lot of different typings, everything from dragon to electric, so why not a flying type move? Aeroblast would be a good fit for a gyarados.
Where as magikarp has 4-5 moves total.

Escavalier's only Steel type move is Iron Head.

Until Gen 4, Gengar's only poison move was Sludge Bomb. And even in Gen 4 that only added Poison Jab.

I might be mistaken, but doesn't it learn Iron defense too?
Gengar can learn toxic, so that's still 100% more stab moves than gyarados for the second type

Same reason Caterpie's been a bug this entire time when it got its first bug move in Gen 4. Or why Gengar's been poison up until Gen 4-5.

It's an arbitrary expression, considering you're not counting hidden power, suggesing Aeroblast, but giving status moves that have no bearing on type due to being status moves the benefit of the doubt. Not to mention Bounce still does exist.
