We know nothing about how it works, but if I were trying to block hacked Pokemon, I would make sure to check against a database of hacked ones or ones already uploaded to the Pokebank server. There's a very slim chance if any that the same pokemon with every single stat exactly the same caught in exactly the same place can occur. So slim something like that would work. Basically, the first one to upload their fake pokemon to pokebank might be the only one able to do so. Program in an exception for giveaway Pokemon and watch the tears flow.
