Pokemon opting to give up a 1.5x power boost, a potential immunity, or any other item are doing so so that you don't have way too fucking strong in mega evolutions.
It'd be stupid to just give Blaziken a huge attack boost, free speed boost without being dream world bred so it has all of its egg moves, and then it can also just hold an item that boosts that already boosted attack by 1.5
I'm pretty sure at that point you'd be stronger than Kyurem-black
