Literally impossible due to the EV distribution cap and natures. As soon as you do something like putting 40 EVs from attack into HP or something for better substitutes, you lose out on some important kill, and your winning ratio is lost. When you put X in your team, due to type matchups, it loses 100% of the time to Y. Even if Y ends up being something you never see, like when people brought in Azumarill just to deal with Blaziken and Excadrill.

Gen 4 six Garchomp team tested over hundreds of battles with the banlist at the time had something like a 92% win ratio. The small percentage of losses were only due to fire blast misses. When properly built with revenge killer garchomps running yache berries for Mamoswine, scarfchomps on opposing dragons, boosting chomps, and being prepared for every single situation that could potentially endanger them at the time (which was not a lot at all), it's easy to see why Smogon decided to send it to ubers.
