Tangela was the only grass? Not to mention only Ghost/Poison, only Dragon Rage, and Psychic dominated everything.

Even still, why didn't they change the evolution? Tradition?

Because it would consume the Shellder on use, canonically. They don't want you to lose out on a Shellder you wanted to evolve or something.
