He provided everybody food, and took care of Pokemon here and there, but he was eventually rendered into an almost one-note character that got incredibly stale.
Jessie, James, and Mewoth are the ones who were the closest thing the anime had to such things. They have had more attention focused onto their personalities and pasts more than everybody else.
They are mainly rendered as incompetent, comic relief for the most part, but they are well more developed.
