Okay, first off, more pokemon have Rapid Spin than No Gaurd, so you're already wrong. 7 usable Pokemon in OU have access to the move. 7 out of ~50 is a lot less signifcant than 3, especially since it's a support move, not an ability required to even work.
Secondly, spinning away hazards isn't necessary at all to win a battle, it just helps. You can win if you take a small chip damage each time you come in. You can't win if you can never hit your opponent. Evasion boosts are a much larger net benefit than a layer of hazards. What a shitty comparison.
And yes, they are useless. First off, almost every never miss move is relatively weak, except Thunder in Rain (which would again, over centralize the metagame to require that), and Aura Sphere. This means that they're all useless because other moves out damage them. Secondly, almost all of them are special. Even the ones that aren't, Blissey will eat them up. Don't forget, Minimize boosts evasion by TWO stages.
And it's not a matter of evasion making the game inherently broken, it's a matter of adding a completely strategy-less luck based element. Also, don't even fucking say crits are there, because that's not controllable. You can't take crits away. And stacking even MORE luck based elements isn't a good idea for maintaining balance, you dumbass.. God, I can already feel you thinking that as your counter-argument.
