Has to do with what it's based off of: A fish jumping up a waterfall or something and turning into a Dragon. It's not Dragon because there's some sort of substituent that makes Flying more important.

Because Water/Dragon only has a weakness of Dragon, and in gen 1 dragon rage was the only dragon type move.
