An adult Kangaskhan is brown. When a Cubone puts it's dead mothers skull on its head, it is also brown. It takes time for all of the skin,muscle,etc on a body part to deteriorate and become bare bone. Between the time of the mothers death and that deterioration, enough time would pass for the baby Kangeskhan to mature into it's adult color.
ALSO, it puts on it's mothers skull. Meaning that it's mother can't be a Marrowack since their skulls are much different from one another. So, this leads to 1 possible conclusions.
1) Cubone's mother is Kangaskhan
2) Cubone's mother is an unknown species of pokemon
