Okay, so, let's assume that the hazards metagame stays the same (though, I get the feeling it's not, but that's neither here nor there). Mega Charizard already has some potent use.
It's a weather starter, which is great, but this opens up a really interesting position for it that really only Specs/Scarf Kyogre could pull off before. A Weather Lead, Cannon mix.
Even without the boost to SpAtk, Drought+STAB would make Flamethrowers from Charizard deadly. It's got a unique ability to lead, Mega-evolve, and really force the momentum in your favor early on- the time it's most crucial for setting up your own weather/hazards.
But there are a few key things to note.
First off, Mega-evolution happens in the same turn that an attack is fired off. We don't know the specifics, but it's ASSUMED that Mega-evolution activates before the speed check.. (reason being is that Ampharos' Dragon typing that supposedly "throws foes for a loop" and Absol's increase in speed+Magic Bounce would be relatively useless if Mega evolving DIDNT go before the speed check).
Secondly, this means that you always get your weather activated first, no matter the match-up.

The problem he has is being able to switch back in without rocks damage. That doesn't mean he's useless, though, it just means Ninetales isn't out-classed. Because remember, by getting your weather up first turn flawlessly, then being able to fire off an incredibly powerful, unresisted Fire move, you force your foe into an immediate defensive position, making it harder to get their shit set up.
Charizard is a better option for hyper-offensive Sun. Ninetales is better for standard Sun. They both can work on a team together for a mixed style.
