I'm not saying it somehow outclasses Amoonguss or Celebi, but it plays a different role as being much bulkier while being offensively competent. Not to mention, it's STAB recovers itself.

A tank is something more akin to Metagross, where it takes hits but deals them back. Cresselia walls.
And Cresselia is shit because of a multitude of other reasons. It's got basically shit all for offensive ability (weak attacking stats, and horrid offensive movepool), is Pursuit bait, has basically no recovery outside of Leftovers, and has no useful resistances.
Venusaur has great resistances, is weak to uncommon attacks, has an alright offensive movepool, one of which gives it psuedo recovery in it's STAB (not the best recovery, but better than relying on Leftovers), and has Leech Seed, which is a great move for whittling things down.
All in all, having access to some support as an intended tank is never a bad thing. Even if it had no support movepool, it'd still be good as a straight up tank.
