Not sure about Gardevoir and Wigglytuff, but Azumarill will only be neutral to Steel. Banded Scizor's Bullet Punch will barely 2HKO it, while a banded Waterfall in the rain will 1HKO back.

Gengar vs Azumarill will be interesting, since Gengar's Sludge Bomb and Azumarill's rain-boosted Aqua Jet are enough to 1HKO each other.

Interestingly enough, the Dragon immunity instead of resistance is going to be a major problem to Fairy types. With the immunity, switching a fairy type into an Outrage makes that Outrage deal no damage, but also stop right there with no confusion, and with Draco Meteor it will not trigger the SpAtk debuff.
