If you're truly concerned about your network admin, buy a cheap VPN and use that to browse shady sites. The only traffic the network admin will see is the communication between anon and the VPN. All of the shady web addresses anon doesn't want his network admin to see will be on THAT network and THAT machine. It's kind of like Tor, but without going through dozens of relays.
The only way the admin would know what he's browsing is if he had physical access to anon's machine and had some sort of logging software installed.
Of course, the admin would probably ask anon why he's using a VPN to begin with, but again, I don't know his full situation.
