The only HMs now are Fly and Surf, and both can be overwritten with any TM, which are once again unlimited in use. No more Move Deleter.

Yay only if it means

Or they could just make other TMs viable. Raise the BP of cut and give it a chance to flinch. Raise the BP of strength with each successive hit, reduce its accuracy. Waterfall is actually useful, but maybe give it the same BP as surf.
