Do you even know how game development and iterative design works? As you make the game you playtest it, you go through it, make sure the things you designed on paper actually work out the way intended. and if they don't you change them. you redesign.
You don't just make a static design and say "welp we're sticking with this no matter what"
they probably designed the starters with a few different secondary types in mind and changed their movesets around to fit what they thought best after playtesting it.
