Also, giving James a powerful Pokemon goes against the "Team Rocket must always lose" rule that the anime has.

I think when it comes to Team Rocket's unwritten anime rules, the major one is that they can never own a ground type.

Also, is there some rule that says Jessie and James aren't allowed to have more than two battling Pokemon at once?

This. I got so sick of nothing but "Pikachu, Piplup! Dodge it!" every time Team Rocket tried to attack. Now Yamask, Frillish, and Amoongus all battle fairly competently. I'll tolerate them still blasting off every now and then as long as they can still maintain being somewhat of a threat.

I don't think any of their Pokemon (sans Chimecho) have reached the levels of uselessness of Arbok and Victreebell.

They've used more than two Pokemon at once on certain occasions, usually when they have a larger-than-normal prominence in an episode.

Sorry for not being clear, but I mean each.

James had Weezing and Victreebell, Cacnea and Carnivine, then Yamask and Amoongus

Jessie had Arbok and Likitung, Seviper and Dustox/Yanmega, then Woobat and Frillish.

I don't count Wobbuffet, Chimecho, or Mime Jr. since they're mostly comedic relief.

Amoonguss and Frillish were also strong when they were debuted. Amoonguss even OHKO'd Pikachu. Several episodes later they got defeated by Iris's Emolga who just defeated both Woobat and Yamas.
