As for redeeming qualities, it's its second place for most SEs at 4 after Fight/Ground. Despite Fairy's introduction, Ice isn't any less valuable in taking down Dragons (herp Dnite NU because fairies). It's a fantastic offensive type.
Ice Beam is top tier drawback-free STAB at 95 base, 10 pp, 10% Freeze chance.
As silly as it sounds, one of the best drawpoints for Ice type Pokemon is its STAB. Cloyster and Mamo could have much better typing if it weren't Ice, but their strength comes in their STAB Ice moves.
Froslass was banned from UU because in part of its STAB Ice Beam allowing it to take down opposing hazard setters/spinners.
And it isn't just Ice Shard, it's STAB Ice Shard [compare: Donphan's Ice Shard off similar 120 Att].
Yes, Ice has problems. It's one of, if not the, worst type defensively.
But to say that it has 0 redeeming qualities outside Ice Shard is shortsighted.

Ubers WANTS a good Poison type that isn't Arceus-Poison (too high of opportunity cost). Poison types still manage to find uses in Ubers for that amazing ability to absorb TSpikes (and Toxic immunity/status utility), despite most of them having below par stats (esp by Ubers standards).
