I think these are all really solid. Although they are all kind of "bigger versions of before", they made the best of what tools they had for design back then. Ivysaur's sweet, Charmeleon's color is good. Wartortle IMO is underrated.

I think it's funny how Bayleef actually looks better than Meganium, although still pretty plain. Quilava (even though I love Typhlosion) is too small of a change from the other 3. But Croconaw is sweet.

This one's kind of Biased as I fucking hate Marshtomp. The colors feel nauseating to me, I don't know why. Combuskin is fucking awesome, a very stark yet appropriate shift from torchic. Grovyle is obviously one of the best designed Pokemon in general, enough said.
>Gen 4
Monferno is iffy for me, I hate him because at the time a 2nd Fire/Fight type completely baffled me after Blaziken. Alas, his design isn't the best either IMO, as his weird eye coloring detracts from his color scheme. Grotle is kind of forgettable. It's passable in terms of design, but it's face just feels to emotionless. Prinplup is a pretty cool guy, but he kind of looks goofy with his chubby spots.

Servine is pretty sweet, although it looks more feminine than it should. Pignite is alright, but it remind me of a fat kid. A little too humanoid in my opinion. His color scheme is sweet though. Samurott is amazing. Look at him. Such a wasted potential in his 3rd evo, but I digress.
As for 6th gen, none have really grown on me yet. Froakie was the one I was most excited about, but seeing his 2nd Evo just reminds me of some frog bandito, where i expected a cool cloud looking thing. The Fennekin evo is way too humanoid. Obvious furbait. The Chespin evo however, is fucking hilarious. Where marshtomp feels creepy and gross to me, this rather similar mood for a 2nd evo just makes me laugh.

Grass: 3>6>1=2=5>4
Fire: 3>1>2>5>6>4
Water: 5>2>1>4>6>3
Gen 3 was just short. Fucking Marshtomp.
I suppose gen 2 is pretty good though.
