So we know that Caitlin first appeared in Platinum before joining the Unova Elite 4.

Are there any other characters (probably from the Gen V games) that might follow the same path in X/Y?

That's because Sugimori wanted to draw foreigners to look distinctly different from the natives of PokéJapan. This is a common occurence in anime/manga-like character designs when done by real Nippons.

Besides the reason you stated, it wouldn't make sense for her to be speaking French because she comes from Kalos. The major language of Kalos isn't canon. No region has a canon official language. Fantina is shown to speak French (in the English language carts) because she comes from a place where French is spoken.

We will never see a French speaking region.

Volkner has been running about if you see one of Shauntel's comments. He could appear pretty easily. Sabrina's a movie star now and could reasonably be shooting a movie there. Cynthia or Steven have been wandering around so they could also appear. Bianca could make an appearance since she's a professor in training.
