Keep in mind what you see of Sycamore is from a cutscene. What you see of the strange Scientist is overworld view. Basically, we can't see as much detail on the Scientist as we can Sycamore.

I'm not too keen as to think he's the scientist, but I'm pretty sure he has some connection to Flare. He didn't have a Crobat and Chandelure in the demos by chance.
