Sure, you could breed one with Nasty Plot but it'd be rather late and you'd have to go through the trouble of raising it from level 1, so you could say that Starly has an advantage in coming very early. Besides, Staraptor is hardly garbage. It's actually one of the best Pokemon you can get in Sinnoh. 120 base attack + STAB Return/Brave Bird + Intimidate + good coverage in U-turn and Close Combat is nothing to sneeze at.
With that all being said though, they're pretty different Pokemon, even though they have the same typing. They fulfill very different roles.
